Summary, in English

This commissioned research report identifies and maps out relevant data sets to
assess cross-sectoral vulnerabilities of vital societal functions and critical
infrastructures at a Swedish national level. In total 108 data sets were identified, of which 49 are deemed to be relevant for analyses at the national level, 54 at the
regional level and 37 at the local level. Although of high usefulness for wider crisis
and civil preparedness work, the emphasis in the report lies on extreme weather
and cloudbursts in alignment with the EU Floods Directive. Example analyses are
also presented to demonstrate how and for what existing data can be used. The
focus was on three types of analyses: 1) identification of cross-sectoral clusters of
critical entities and critical infrastructures that, if affected, could give rise to
consequences at a regional or national level (vulnerable areas), 2) approximate
dependency analysis to identify consequences and cascading effects that may arise far outside the flooded area and the directly affected infrastructures due to
interdependencies, and 3) analysis of vulnerable areas and interdependencies from ii a functional critical infrastructure perspective. The recommendation for further studies and analyses is to continue the data collection and processing (especially regarding dependency data), to develop and operationalize a national capability for analyses in the subject area, as well as to develop approaches for weighting
importance of critical infrastructure objects against each other. This should be
carried out in a scientifically grounded way
